Eaton Fire Case Managers Still Face October 31 Deadline Despite FEMA Funding Release
ALTADENA, CALIFORNIA | OCTOBER 10, 2026
Federal officials say the final $3.3 million installment of previously approved case-management funding was released October 7. But the state’s current October 31 program extension is still the critical deadline, and Los Angeles County has not yet approved a backup funding plan.
Thousands of Eaton Fire survivors have relied on disaster case managers to navigate insurance disputes, FEMA appeals, temporary housing, financing and rebuilding. This week brought two important developments: the final installment of previously approved federal funds was announced, and Los Angeles County supervisors proposed preparing an emergency bridge plan in case case-management services remain at risk.
What changed October 7: the last installment was released
On October 7, 2026, Representative Judy Chu announced that FEMA released the fourth and final $3.3 million installment of funding previously approved for the Disaster Case Management Program serving survivors of the January 2025 Eaton and Palisades fires. The announcement follows a September 30 release of $6.6 million in earlier installments. According to Chu, this completed the release of the original award. Read Representative Chu’s official October 7 announcement.
This is a meaningful improvement from the earlier funding standoff. However, release of the original award does not establish that the program is funded for its full intended duration. Chu said California is still seeking additional supplemental funding to sustain case-management services beyond the current stopgap period. The announcement did not provide a confirmed extension of the October 31 operational deadline.
What happens October 20: county bridge proposal goes before supervisors
On October 6, Supervisors Kathryn Barger and Lindsey Horvath announced a proposal for the Los Angeles County Board of Supervisors to consider on October 20, 2026. The proposal would direct the county to assess ways to maintain case-management services during any interruption, including costs, a single survivor contact point and prioritization of households at highest risk of homelessness. Read the official county supervisor announcement.
The proposal also calls for reviewing whether $1.5 million in county renter-protection homelessness-prevention funds and a portion of $2 million in existing legal-services grants could be reprioritized, and for seeking a $1.5 million match from the Los Angeles County Affordable Housing Solutions Agency. These are proposals for review, not appropriations or guaranteed new benefits. The October 20 Board action is still pending.
KEY DATES
OCTOBER 7, 2026: Federal lawmakers announced release of the final $3.3 million installment of the original FEMA case-management award.
OCTOBER 20, 2026: County supervisors are scheduled to consider a proposed bridge-planning motion.
OCTOBER 31, 2026: Current state extension for the disaster case-management program ends unless further action changes the situation.
How many Eaton Fire survivors could be affected?
In its October 6 announcement, the county cited Eaton Fire Collaborative data through August 31: approximately 1,990 Eaton survivors served, 1,084 open Eaton cases, and 358 Eaton households in the highest-acuity category, facing particularly serious risks. These are the figures cited by the county, not a current count of cases that have lost services.
FOX 11 reported October 8 on an Altadena household that credits its case manager with helping it navigate rebuilding. That reporting also emphasized the risk of losing assistance if funding and operating arrangements are not secured. Read FOX 11’s October 8 report.
What survivors should do now
- If you already have a case manager: Request a copy of your current recovery plan, pending referrals, application tracking numbers and the name of an alternate contact in case staffing changes.
- If you need a case manager: Contact the statewide Disaster Case Management Program at 833-775-3267 to ask about eligibility and intake. Availability may vary.
- If you are waiting on FEMA or insurance: Keep copies of correspondence, claim decisions, appeal submissions, rent statements and receipts. Do not assume that a case-management funding announcement extends any separate FEMA claim or appeal deadline.
- Watch the October 20 Board meeting: The county has proposed a contingency review, but no replacement program has yet been approved.
The county’s official program page explains that case managers can assist with FEMA appeals, insurance claims, local resources, repairs and rebuilding. LA County Disaster Case Management Program and intake information.
Important: this is not an extension of FEMA renter assistance
The October 9, 2026 end of the FEMA assistance period for eligible renters is a separate deadline from the October 31 case-management operating extension. Releasing case-management funding does not itself restore or extend rental payments. Survivors with an unresolved FEMA decision should seek individual advice about appeal rights and deadlines. Read the October 9 report on renter cases still under review.
What Altadena Talks Foundation will watch next
The key questions are whether the county adopts the October 20 motion, whether California and program providers confirm uninterrupted operations beyond October 31, whether supplemental federal funding is approved, and whether the county identifies a functioning bridge plan if more support is needed.
BOTTOM LINE
The final installment of previously approved FEMA case-management funding has been announced, but survivors should not interpret that as a guarantee that their case managers will remain available after October 31. The county’s next decision point is October 20.
Keep Hope Alive.
